OMCT E-Bulletin - 84th session of the Committee against Torture
The 84th session of the Committee Against Torture (CAT) took place from 13th April to 1st May 2026. During this session, the Committee reviewed the reports submitted under Article 19 of the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment by Gabon, Italy, Pakistan and Tajikistan.
The OMCT mobilises and coordinates civil society access to the United Nations Committee against Torture (CAT). During this session, representatives of 25 civil society organisations participated in private NGO briefings with CAT members ahead of the consideration of the States’ reports. At the end of the session, the Committee published its Concluding Observations for each reviewed State party report.
During the session the Committee also adopted list of issues prior to reporting for Luxembourg, New Zealand, Romania, Slovakia, Spain and Switzerland as well as for Brazil, Kazakhstan, and Colombia for which OMCT contributed by submitting joint reports with its partners (including a factsheet on Colombia from its Global Index on Torture).
The Committee warned that the UN’s ongoing financial crisis is directly affecting its ability to function. Mr. Heller, Chairperson, noted that the dates of the Committee’s next session were not yet confirmed. As a result, he was unable to confirm the States whose reports would be reviewed.

85th CAT session – TO BE CONFIRMED
At the time of the closing of the 84th session, the Committee was unable to confirm the dates of its next session and the countries that will be reviewed due to the current financial situation of the OHCHR.
Alternative reports for the reviews of State parties' report should usually be submitted 4 weeks in advance (exact date to be confirmed)
The Committee announced that it would adopt LOIPR for Costa Rica, Denmark and Slovenia at its next sessions
Alternative reports for the adoption of LOIPR should usually be submitted 3 months in advance (exact date to be confirmed)
