Torture Roads Vol. 5: Lack of solutions for people on the move in Tunisia

This report highlights the scale of the human rights violations experienced by people on the move in Tunisia between May and December 2025, while also reviewing several significant developments observed in early 2026. Against a backdrop marked by a glaring lack of legal and sustainable options, it shows how the absence of prospects is pushing more and more people toward dangerous sea crossings and other high-risk coping strategies. The report therefore underscores the urgent need to strengthen safe, regular, and rights-based solutions in order to reduce vulnerabilities, prevent abuses, and provide genuine alternatives to irregular and often deadly migration routes.

In continuity with the previous volumes, this report includes:

  • A contextual, quantitative, and qualitative analysis of arrivals and departures, as well as the profile and geographical distribution of people on the move transiting through or residing in Tunisia;
  • An updated typology of the human rights violations experienced by people on the move in Tunisia between May and December 2025, also including references to major incidents that occurred during the first quarter of 2026. This section is based on qualitative and quantitative data and examines the profile of victims as well as the modus operandi used by the alleged perpetrators;
  • A timeline of human rights violations, a timeline of maritime operations, and a timeline of developments related to migration and asylum in the Mediterranean region;
  • A chapter highlighting concerns regarding compliance with international standards in relation to the return programme organized by the Tunisian authorities since summer 2025.
