Torture roads vol n°4 : Human rights violations suffered by children on the move in Tunisia
This report provides an overview of the scale and nature of human rights violations suffered by people on the move residing in or transiting through Tunisia between November 2024 and April 2025 and analyzes their disproportionate impact on children on the move. Children on the move continue to be criminalized and suffer violations of their rights, including their rights to health, legal identity, and education, impacting their development and transition to adulthood in the short, medium, and long term. They are denied access to protection and comprehensive, secure and sustainable solutions, in violation with the national and international human rights obligations of Tunisia and its partners.

In continuity with previous volumes, this report includes:
- A contextual, quantitative and qualitative analysis of the arrivals and departures, profile and geographical distribution of people on the move in Tunisia - with a focus on the profile of children on the move residing in Tunisia;
- The updated typology of human rights violations suffered by people on the move in Tunisia between November 2024 and April 2025, with qualitative and quantitative data on them, the profile of the victims and the modus operandi - providing an overview of their disproportionate impact on children on the move;
- A review of the international and national legal frameworks, emphasizing Tunisia’s obligations to protect all children on its territory ;
- Three chronologies visualizing human rights violations, as well as developments in migration and asylum flows across the Mediterranean region, as well as maritime operations.
A series of Focus Briefs, to be published between September and December 2025, will provide an in-depth analysis of children’s access to their rights in Tunisia, as well as the capacities and responses of state and non-state actors to ensure effective protection of children on the move. The FOCUS BRIEF n°1 details the typology of human rights violations suffered by children on the move in Tunisia, including forced displacement, deportation and torture, and confirms the direct and indirect responsibility of the Tunisian authorities. The FOCUS BRIEF n°2 provides an overview of the profiles of arrested children, violations of child-specific procedural guarantees during arrest, police custody and detention, and examines the impact of detention on children. The FOCUS BRIEF n°3 analyzes the causes and consequences of the lack of identity documents for children on the move, with particular attention to the challenges related to birth registration in Tunisia.
