ABOUT THE OMCT
The OMCT works with around 200 member organisations which constitute its SOS-Torture Network, to end torture, fight impunity and protect human rights defenders worldwide. Together, we make up the largest global group actively standing up to torture in more than 75 countries. Helping local voices be heard, we support our vital partners in the field and provide direct assistance to victims. Our international secretariat is based in Geneva, with offices in Brussels and Tunis.
ABOUT THE GLOBAL TORTURE INDEX
The objective of the Global Torture Index is to have a tool to measure and provide an assessment of the risk of being subjected to torture and other forms of ill-treatment in any given country on an annual basis. The measurement assesses State compliance with international standards on the fight against torture and ill-treatment both in laws and public policies but also in the practice.
The Global Torture Index, launched in June 2025, is updated annually. Each year’s edition includes new analysis based on data from the previous year and expanded country coverage. The initiative primarily relies on the information provided by local actors, most of them being OMCT’s NGO members, partners and experts, as they have first-hand experience on the front line of the fight against torture in different contexts and in different parts of the world. This makes the Torture Index a member-driven initiative and thus the information is be collected and analysed at the local level with ownership, involvement and recognition of the implementing partners. The gathering of the information is done through a detailed, research-driven and standarised questionnaire based on international and regional human rights standards.
ROLE & RESPONSIBILITIES
Purpose of the Consultancy:
The OMCT seeks an expert consultant or company to enhance the visualisation and analytical capacity of the Global Torture Index webpage. The goal is to make data more interactive, comparable, and accessible to both the general public and expert audiences, integrating modern and potentially AI-assisted solutions.
Main Objectives
- Enhance existing data visualisations: Improve maps, dashboards, charts, and country pages for clarity and interactivity.
- Improve user experience: Strengthen navigation, filtering, and search to make data exploration intuitive and accessible.
- Enable data comparison: Support multi-year, regional, and thematic comparisons.
- Develop technical and sustainability recommendations: Propose good practices, scalable tools, and workflows for future updates.
- Explore AI-assisted features: Automated translations, intelligent data exploration, and trend analysis.
TASKS AND DELIVERABLES
The consultant will:
- Develop an inception concept report and mock-ups of improved visualisations.
- Refine and design enhanced interactive dashboards in collaboration with the existing web developer.
- Test and refine visualisations based on user feedback.
- Provide technical documentation and recommendations for long-term maintenance and updates.
Timeframe
- Duration: November 2025 – May 2026 (remote consultancy)
- Main work period: December 2025 – March 2026
- Target: The improved Global Torture Index webpage to be ready for launch in June 2026.
Profile and Qualifications
- At least 7 years of experience in data visualisation, dashboards, and web analytics.
- Strong skills in tools like JavaScript (D3.js), Python, R, or equivalent frameworks.
- Experience with AI-assisted tools, automated translations, and intelligent data exploration (an asset).
- Understanding of user experience and accessibility for diverse audiences.
- Familiarity with human rights, data ethics, and GDPR principles.
- Excellent command of English and strong communication skills.
