OMCT E-Bulletin - 82nd session of the Committee against Torture

The 82nd session of the Committee Against Torture (CAT) took place from 7 April to 2 May 2025. During this session, the Committee reviewed the State party reports submitted under Article 19 of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment by Armenia, France, Mauritius, Monaco, Turkmenistan, and Ukraine.

In this session, the Committee adopted its annual report, which will soon be public. Due to the ongoing liquidity crisis at the United Nations Secretariat, the planning and implementation of the Committee’s work are currently impacted. In the closing session of its 82nd session, Committee Chairperson Mr. Claude Heller stated that the Committee had not yet received confirmation on whether the 83rd and 84th sessions will take place as scheduled. The Committee will announce finalised dates and country reviews as soon as more information becomes available.

    The OMCT mobilises and coordinates civil society access to the United Nations Committee against Torture (CAT). During this session, representatives of over 25 civil society organisations (CSOs) engaged with CAT members during NGO private briefings, held prior to the consideration of the States' reports. At the conclusion of the session, the CAT published its Concluding Observations for each State party report, outlining key findings and recommendations.

    Upcoming sessions

    83rd CAT session (14 July 2025 – 31 July 2025) TO BE CONFIRMED

    The Committee will tentatively review the State Party reports of Albania, Argentina, and Bahrain.

    • The deadline for CSOs’ submissions for the State report reviews at the 83rd session is 16 June 2025 (to be confirmed).
    • Written submissions should be sent in Word format to the following e-mail address: ohchr-cat@un.org.

    84th CAT session (03 November 2025 – 28 November 2025) TO BE CONFIRMED

    The Committee will tentatively review the State Party reports of Israel (other States to be confirmed) and will adopt the Lists of Issues Prior to Reporting (LOIPR) for Australia, Chad, El Salvador, Malawi, Nigeria, Somalia, and Uganda.

    • The deadline for CSOS’ submissions for the State report reviews at the 83rd session is set four weeks before the beginning of the session (exact date to be confirmed).
    • Written submissions should be sent in Word format to the following e-mail address: ohchr-cat@un.org.
