The International Secretariat of OMCT requests your URGENT intervention in the following situation in People's Republic of China.

Brief Description of the Situation

The International Secretariat of OMCT has been informed by a reliable source* of the ill-treatment, house arrest, arbitrary detention and forced disappearance of seven petitioners between 2 and 5 June 2006 following the politically sensitive period surrounding the 17th anniversary of 4 June crackdown at Tiananmen square.

According to the information received, the following seven petitioners were arrested:
  • Chen Enjuan was arrested on the evening of 3 June 2006 by police officers from Shanghai’s Pudong New District Damuqiao Dispatch Station, who also carried out a search of her home.
  • Zhu Libing was detained in Beijin on 2 June 2006 and returned under escort to Shanghai. It is reported that he has been placed in criminal detention after being severely beaten by police officers.
  • Wu Dangying was placed under criminal detention on the evening of 2 June 2006 by police officers from Pudong New District’s Wanggangzhen Dispatch Station.
  • Wei Qin was detained by Jing’an District police in the morning of 5 June 2006 without a warrant. Wei Qin’s current whereabouts are unknown.
  • Sun Xicheng has been subjected to effective house arrest, with his door barricaded by neighbourhood committee members,
  • Xue Jianguo and Zhu Hua have been put under detention in the Jinghui Hostel in Changning District by neighbourhood committee representatives.

Action requested

Please write to the authorities in the People's Republic of China urging them to:
i. Locate the whereabouts of Wei Qin and ensure that Zhu Libing is provided with medical assistance;
ii. Guarantee, in all circumstances, the physical and psychological integrity of the petitioners;
iii. Order the immediate release of Chen Enjuan, Zhu Libing, Wu Dangying and Wei Qin and bring an end to the residential surveillance imposed on Sun Xicheng, Xue Jianguo and Zhu Hua, in the absence of valid charges that are consistent with international law and standards, or, if such charges exist, bring them before an impartial and competent tribunal and guarantee their procedural rights at all times;
iv. Order a thorough and impartial investigation into these events, in order to identify all those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
v. Guarantee that adequate compensation is awarded to all seven petitioners;
vi. Guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
