Case COD 240999.1
Follow-up of Case COD 240999

Geneva, 4th January 2000

The International Secretariat of OMCT has received new information on the following situation in the Democratic Republic of Congo

Brief reminder of the situation:

The International Secretariat of OMCT was informed by "Le Monde des Droits de l’Homme Vu de Bruxelles", a member of the OMCT network, of the alleged arbitrary arrest and detention of Mr. Eric Mbengo Nzeza and the concerns for his physical and psychological integrity.

According to the information received, Mr. Mbengo Nzeza aged 22, and resident in Camp Mimosa, Ngaliema Commune, was arrested on 9 August 1999 when at the house of Mr. Nkongolo Wa Nkongolo. It was alleged that he may have been arrested simply for having been found with Mr. Wa Nkongolo.

It had been further reported that for the last one and a half months, he had been detained at DEMIAP (Military Anti-Patriotic Department) facilities, located in the Kintambo Commune of Kinshasa. According to "Le Monde des Droits de l’Homme Vu de Bruxelles", he was ill and needed medical treatment. Incarceration conditions in DEMIAP are extremely hard. Inmates are reportedly forced to sleep on the floor, to drink salt water and subjected to ill-treatment.

The International Secretariat of OMCT was extremely concerned for Mr. Eric Mbengo Nzeza.

New information:

The International Secretariat of OMCT was informed by "Le Monde des Droits de l’Homme Vu de Bruxelles", a member of the OMCT network, of the release of Mr. Eric Mbengo Nzeza apparently on the 28th December 1999.

Remarks:

The International Secretariat of OMCT would like to thank all the members of the network and all other organisations and individuals for the action undertaken following our appeal.
