India: two children detained and tortured

The International Secretariat of OMCT requests your URGENT intervention in the following situation in India.
Brief description of the situation
The International Secretariat of OMCT has been informed by a reliable source of the torture of two children in detention in Chennai, Tamil Nadu State in the South of India.
According to the information received, on 13th February 2000, two minors were taken into custody in connection with the detention of Nathan s/o Nagappan of Chennai who was reportedly murdered in Chennai, Tamil Nadu State in the South of India.
It is reported that they were beaten, abused, stripped naked and threatened by policemen, amongst them one named Venkatesh. Anand was pierced with a needle in his genitalia. Mani was detained until the night of 16th February 2000, Anand until the morning of 17th February 2000. They were also forced to watch the police torture their parents and other illegal detainees (see case 100500.VAW).
Action requested
Please write to the authorities in India urging them to:
i. take all necessary measures to guarantee the physical and psychological integrity of the Anand and Mani;
ii. guarantee an immediate investigation into the these events, allegations of torture and illegal detention, identify those responsible, bring them before a civil competent and impartial tribunal and apply the penal, civil and/or administrative sanctions provided by law;
iii. guarantee adequate compensation and rehabilitation for Anand and Mani;
iv. guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international human rights standards, particularly the Convention on the Rights of the Child, ratified by India.
