New report on Social protest and excessive use of force - an analysis from the perspective of the prohibition of torture

After the negotiations between the government of Juan Manuel Santos and the FARC-EP in Havana, the loss at the polls of the plebiscite for peace and the subsequent signing of the Agreement in 2016, its implementation has been a complex task. Among others, because the government of Iván Duque has not fully complied with what was signed, as is the case with the guarantee regulation of the right to protest, but has tried to introduce modifications or promote initiatives to the contrary, which has resulted in the worsening of the armed conflict.

In this context, violence against human rights defenders has become a systematic practice. In 2016 and 2017, 186 murders were recorded of leaders social, figure that has had a significant increase in the last two years registering more of 845 social leaders or human rights defenders assassinated and forcibly disappeared (from 2017 to December 2019). The prosecutions and accusations against those who lead resistance or protest processes have also continued to occur In this period, and in the face of all these attacks, the Colombian State response continues to be insufficient.
