Torture, ill-treatment and ongoing impunity

Joint Briefing paper for Government Delegations ahead of theUniversal Periodic Review of Tajikistan (25thsession of the UPR Working Group, May 2016)


The chart attached provides an overview of priorityconcerns relating to torture, ill-treatment and impunity in Tajikistan. It alsocites key recommendations made by the United Nations (UN) Committee againstTorture (CAT), the Human Rights Committee (HRC) and the Special Rapporteur on Torture (SR) since Tajikistan was considered in the first cycle of theUniversal Periodic Review (UPR) in 2011. In addition, itidentifies a number of questions that we kindly ask Government delegations toraise during the interactive dialogue and a list of suggested recommendationsaimed at addressing the most pressing concerns.


The document was jointly issuedby the NGO Coalition against Torture in Tajikistan, International Partnershipfor Human Rights (IPHR, Belgium), Helsinki Foundation for Human Rights (HFHR,Poland) and the World Organisation Against Torture (OMCT).
