'Israel/Palestine : death in detention of a Palestinian prisoner

The International Secretariat of OMCT requests your URGENT intervention in the following situation in Israel.
Brief description of the situation
The International Secretariat of OMCT is gravely concerned by the death in detention of a Palestinian prisoner Ramez Fayez Mohamed Rashid Elrzi, 25 years old, from El Nusseirat refugee camp in the Gaza Strip on Friday 11 August 2000.
According to the information received, he died in his cell in El Nafha prison located in Israel. Elrzi was arrested by the Israeli Occupation Forces seven months ago in Alafolah. He was convicted of entering Israel without the required permit and sentenced to three years imprisonment.
According to information received, the family of Elrzi was informed of his death by the Palestinian police. On 9 August 2000, his father had visited Ramez Fayez Mohamed Rashid Elrzi and reported that he was in relatively good health.
It is further reported that immediately after his death, the prisoner was transferred for a post mortem examination in Israel. The Palestinian authorities have requested that the family be present during the autopsy and that a Palestinian forensic surgeon participate in the examination.
Action requested
Please write to the authorities in Israel urging them to:
i. guarantee an immediate investigation into the death of Ramez Fayez Mohamed Rashid Elrzi, in order to elucidate this case, establish responsibility and bring those responsible before a civil competent and impartial tribunal and apply the penal, civil and/or administrative sanctions provided by law;
ii. guarantee compensation to the family of Elrzi;
iii. guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
