'Nepal: military guard shot dead by police

The International Secretariat of OMCT requests your URGENT intervention in the following situation in Nepal.
Brief description of the situation
The International Secretariat of OMCT has been informed by INSEC, a member of the OMCT network, that on 23rd Aug 2000, Lila Shrestha, a military guard of the tele-communication tower of Kerung VDC-9, Solukhumbu district, a resident of Marekatahare VDC, Dhankuta district was shot dead at 20:30 hrs, by policemen of local Patale Police Post at Kerung VDC.
According to the information received, the incident occurred when the Shrestha, who was appointed as a security guard at the tower, approached the Post with a torchlight in his hand. Police shouted from a distance asking for his identitification but Shrestha replied “Your father”, an angry remark. Police then shot him dead.
INSEC district representative of Solukhumbu, Mr. Dak Bahadur Nepali, reported that the reason for the shooting of Shrestha was that he was suspected of being a Maoist.
Action requested
Please write to the authorities in Nepal urging them to:
i. guarantee an immediate investigation into this incident, identify those responsible, bring them before a civil competent and impartial tribunal and apply the penal, civil and/or administrative sanctions provided by law;
ii. guarantee adequate compensation to the family of Lila Shrestha;
iii. guarantee the respect of human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
