The International Secretariat of OMCT requests your URGENT intervention in the following situation in Uzbekistan.

Brief description of the situation

The International Secretariat of OMCT has been informed by the Legal Aid Society, a member of the OMCT network, of the arrest and ill-treatment of Elena Urlaeva, member of the opposition party, “Ozod Dehkonlar”, in Tashkent on 28th August 2005. She is currently being held at the Sergeliyskiy Department of Internal Affairs of Tashkent.

According to information received, Mrs. Urlaeva has undergone continuous interrogation and has not been given any food or water. She has also not had any access to her lawyer. She is reportedly being forced to sign a document in which she admits that she tried to overthrow the political system of Uzbekistan.

The International Secretariat of OMCT is gravely concerned for the physical and psychological integrity of Mrs. Elena Urlaeva.

Action requested

Please write to the authorities in Uzbekistan urging them to:

i. Take all necessary measures to guarantee the physical and psychological integrity of Mrs. Elena Urlaeva;
ii. Order her immediate release in the absence of valid legal charges, and if such charges exist, to ensure that she is given a prompt and fair trial, in which her procedural rights are guaranteed at all times;
iii. Order a thorough and impartial investigation into the circumstances of these events, notably the allegations of ill-treatment, in order to identify those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
iv. Guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with international human rights standards.
