The political division that began in 2007 between Hamas and Fatah has been a source of violence, serious human rights violations and a lack of accountability. This division has led to excessive use of force against protesters, the detention of political activists, torture and other ill-treatment. There has been a severe lack of compliance with international human rights standards. Cases of violations have been reported in the West Bank against activists and political opponents detained on the basis of overly broad laws. In Gaza, those who are accused of collaboration or “moral crimes” have also been subject to torture and other ill-treatment.
In 2022, The Committee against Torture issued major recommendations, including for the State to align its definition of torture with the Convention; to cease arbitrary detention and detention in unofficial places, and to improve the conditions of detention
