Three decades after the adoption of the Beijing Declaration and Platform for Action, OMCT’s work underscored how deeply entrenched gender-based violence and discrimination remain, and how often they amount to torture or other ill-treatment. As the Global Torture Index shows, progress in areas such as access to abortion, the prohibition of forced sterilisation, and the reduction of practices like restraints during childbirth has been uneven and remains vulnerable to reversal.
At the same time, systematic failures persist, including inadequate responses to intimate partner violence, the targeting of women human rights defenders, the continued prevalence of forced marriage, and the lack of alternatives to detention for pregnant women and mothers. Against this background, OMCT translated those concerns into engagement with women affected by detention, women leaders shaping anti-torture standards and women-led initiatives in contexts of closed justice systems.
OMCT accompanied the 2nd Meeting of the International Network of Women Family Members of Persons Deprived of Liberty (RIMUF) in São Paulo, Brazil. Comprising nine organisations from Latin America, the Caribbean and Spain, RIMUF is led by women family members defending the rights of persons deprived of liberty and their families. These efforts echo the Inter-American Commission on Human Rights (IACHR)’s adoption of Resolution No. 2/25, which recognises the profound impact of detention on their families, and calls on States to ensure full protection of their human rights.
In a context where Afghan women have no access to formal justice, OMCT engaged in the People’s Tribunal for Women in Afghanistan, a survivor-centered initiative on documentation and accountability. Convened by Afghan and international civil society, the Tribunal provided a rare space for women and witnesses to testify to Taliban policies denying education, livelihoods and fundamental rights, legally characterised as gender persecution and inhuman treatment. This engagement formed part of our broader efforts calling for international accountability, which led to the establishment of the Independent Investigative Mechanism for Afghanistan by the Human Rights Council in October 2025.
2025 witnessed the successful relaunch of the African Women Leadership Against Torture initiative bringing together more than 50 participants from across the SOS-Torture network in two regional meetings. These exchanges facilitated collective reflection, peer support, and strategic coordination, while reinforcing the crucial role of women in shaping the anti-torture agenda. Through this initiative, OMCT and partners have helped catalyse a renewed community of women leaders committed to a collective struggle against torture.
Being a Woman and Human Rights Defender under the State of Emergency in El Salvador
The Salvadoran reality, marked by high levels of violence and discrimination, led Verónica Reyna, a psychologist and director of human rights at the Passionist Social Service (SSPAS), to become a human rights defender. In this interview, Verónica highlights the multiple forms of violence and stigmatisation faced especially by women, young people, and the LGBTIQ+ community.
