OMCT E-Bulletin - 83rd session of the Committee against Torture
The 83rd session of the Committee Against Torture (CAT) took place from 10 to 28 November 2025. During this session, the Committee reviewed the reports submitted under Article 19 of the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment by Albania, Argentina, Bahrain and Israel.
The OMCT mobilises and coordinates civil society access to the United Nations Committee against Torture (CAT). During this session, representatives of 40 civil society organisations participated in private NGO briefings with CAT members ahead of the consideration of the States’ reports. At the end of the session, the Committee published its Concluding Observations for each reviewed State party report.
During the session the Committee also adopted list of issues prior to reporting for Australia, Chad, El Salvador, Malawi, Nigeria, Somalia and Uganda to which OMCT contributed by submitting joint reports with its partners in Chad and El Salvador (including a factsheet from its Global Index on Torture)
The Committee warned that the UN’s ongoing financial crisis is directly affecting its ability to function. Mr. Heller, Chairperson, noted that the Committee had still not been informed whether its next session, scheduled for April–May 2026, would take place. As a result, it was unable to confirm the dates of upcoming sessions or identify the States whose reports would be reviewed.

Upcoming sessions
84th CAT session (April - May 2026) – TO BE CONFIRMED
At the time of the closing of the 83rd session, the Committee was unable to confirm the dates of its next session and the countries that will be reviewed due to the current financial situation of the OHCHR.
Alternative reports for the reviews of State parties' report should usually be submitted 4 weeks in advance (exacte date to be confirmed)
Written submissions should be sent in Word via the OHCHR events platform.

The Committee announced that it would adopt LOIPR for Brazil, Colombia, Kazakhstan, Luxembourg, Slovakia, New Zealand, Romania, Spain and Switzerland at its next sessions.
