During its periodic review in 2018, the United Nations Committee Against Torture (CAT) rebuked Russia for failing to properly investigate allegations of torture in police custody as well as in penal institutions. Reports by the OMCT and its SOS-Torture Network partner Committee Against Torture (Russia) highlighted how the authorities use a cocktail of restrictive laws, arbitrary prosecutions and physical violence against human rights defenders, journalists and LGBTIQ+ people, in particular in Chechnya, in order to silence dissent.
