Starting in 2017, the authorities have made significant efforts to improve the human rights situation in the country, including by adopting a decree outlawing torture. However, the latest review by the United Nations Committee against Torture (CAT), in November 2019, found that torture is still used and officials involved in torture continue to enjoy widespread impunity. Also, homosexuality remains a crime. The OMCT prepared a shadow report to the CAT in 2019 and engages in building the capacity of a new generation of human rights defenders in Uzbekistan.
